The Hawaii Community Development Authority (HCDA) is a public entity created by the Hawaii State Legislature to establish community development plans in community development districts; determine community development programs; and cooperate with private enterprise and various components of federal, state, and county governments to bring community development plans to fruition. The HCDA’s work should result in economic and social opportunities and aim to meet the highest needs and aspirations of Hawaii’s people.

Urban Planner Posting
The primary function of this position is to provide assistance to the HCDA Director of Planning & Development for Kalaeloa in the implementation of the Kalaeloa Strategic Plan. This would involve planning and development-related activities including: government agency coordination, community relations and project management and oversight for HCDA in Kalaeloa.

Minimum Qualifications:

  • Graduation from an accredited college or university with a baccalaureate degree in communications, business, public administration, planning, engineering, architecture, or other related field.

  • Five (5) years of progressively responsible professional experience in the area of community development, project management, real estate development, professional planning, or other related experience.

Desired Skills & Experience:

Knowledge

  1. Administering communication programs, including: effective communication techniques, public speaking, volunteer organization, meeting facilitation, and reporting methods and techniques

  2. Land development principles, including: planning, design, engineering, finance, and real estate or property management

  3. Resource management, including: archaeological or cultural site preservation, threatened and endangered species protection, coastal zone management, non-point source pollution, and environmental remediation processes

  4. Regulatory processes, including federal, military, state, and county laws/regulations governing land development, military base closures, environmental remediation, and resource management.

Skills/Abilities

  1. Be self-motivated with excellent organizational skills and follow oral and written instructions

  2. Plan, direct, and coordinate administrative and programmatic activities of a complex, interrelated, and interdependent nature where unknowns and numerous contingency factors are involved; assist in the formulation of policies and procedures relevant to HCDA’s vision and mission in Kalaeloa using information of a conceptual nature from varied and complex sources

  3. Work effectively with frequent interruptions and changing requirements

  4. Read, analyze, and interpret development proposals and plans

  5. Monitor various improvement and construction projects and collect factual information based on field observations and measurements

  6. Plan, coordinate, and expedite work projects; interpret complex rules and regulations

  7. Work constructively and tactfully with staff and diverse members of the public, business, and other government agencies

  8. Organize, implement, and manage small community or volunteer service projects

  9. Effectively communicate with the public and others, verbally and in writing, on HCDA’s activities, status of development projects in Kalaeloa

  10. Travel to the remote/undeveloped locations in Kalaeloa and endure isolated working conditions in varying weather conditions.
